what is the operon ?

operon is a transcriptional unit in prokaryotes (its not found in eukaryotes), it's called transcriptional unit because it should contain DNA sequence that are responsible of biosynthesis functional proteins, promoter region for RNA polymerase to bind and DNA sequences that regulate the expression of the functional protein (these are the major three components of the operon).

and in lactose metabolism in E.coli "Lactose operon", which mean  the expression of functional genes of this operon through a so called induction process will induce the biosynthesis of enzymes in the E.coli that are responsible of lactose metabolism, and this why we call this process induction regulation (because it induce synthesis of protein).
